Unlikely.
With Philip II preparing an invasion fleet (the Armada), Mary
found guilty of treason, and the whole country calling for Mary's
death, the pressure was too great even for Elizabeth to withstand.
Even so, she delayed signing the warrant until February 1587.

Two explanations of Elizabeth's motives are possible. The first
is that she could hold back its delivery to Fotheringay as a final
warning to Mary. The second is that she knew the warrant would
be delivered but needed to shift the blame on to someone else.
Elizabeth signed the warrant on 1st February and gave it to William
Davison, her secretary, saying it was only to be used if there
was another threat on her life. However, the Privy Council later
persuaded Davison to take it to Fotheringay and Mary was executed
on 8th February 1587.
