With the roll-out of the programme in the main target counties of Swansea and Neath Port Talbot, it is expected that sufficient critical mass will be achieved to raise the maximum figures quoted above in both phases and all subjects offered.

Training through the Medium of Welsh
Teachers seeking training through the medium of Welsh will be accommodated by the partnership. Whilst for economic reasons it is not likely that the partnership will produce a full range of OFL support materials and online materials in Welsh, it is envisaged that materials will be purchased from providers, and that some creation of culture and environment specific material will be internally commissioned.

It will be possible to undertake delivery through the medium of Welsh using current partnership expertise. It is in the nature of Welsh bilinguality that some teachers will be comfortable with using English language e-resources and prefer to discuss with tutors through the medium of Welsh. Along with the undertaking to purchase materials and internally commission on a needs basis, the partnership is satisfied that this will enable it effectively to deliver a service to those teachers who prefer to work wholly or in part through the medium of Welsh.

The Starting Date for Training
The partnership proposes to start training in April/May 1999.

Operating Conditions
The partnership does not propose any conditions on which training depends. It does intend to encourage all teachers in a school (Primary) or department (Secondary) to commit to training with the partnership, but this will not be a condition of the offer.

School Librarians
The partnership is not currently bidding to offer training to school librarians, but would consider this in future.
